Safety Statements

  • Safety Health & Welfare at Work Act 2005 – Company Directors are required to ensure a company specific Safety Statement is in place

Existing Safety Statements must be updated to comply with 2005 Act

Project Supervisor Design Process – P.S.D.P.

  • To act on behalf of the Client as Project Supervisor Design Process in accordance with the Safety Health & Welfare at Work (Construction) Regulations 2006.

 

Project Supervisor Construction Stage – P.S.C.S.

  • To act on behalf of the client as Project Supervisor Construction Stage in accordance with Safety Health & Welfare at Work (Construction) Regulations 2006.

Health & Safety Plans  (Construction Stage)

  • To be compliant, a Site Specific Construction Stage Health & Safety Plan must be in place if works exceed 30  days or if the schedule will at any time exceed 500 working man hours or if there are particular risks on  site in accordance with the Safety Health & Welfare at Work (Construction) Regulations 2006.

Safety Management System Audits

  • Review of site compliance with General Safety, Process Safety and Company Loss Prevention Programmes.

Equipment Change Control

  • Change assessment of new plant installations and modifications, including Front End Design, Detailed Design and Equipment Specifications.
  • Commissioning of new Equipment Installations, pre start-up Safety Review and handover to Operating Personnel.

Safety Officers

  • Provision of competent Safety Officers who can work on industrial, commercial, sport, leisure and residental developments on a full time or part time basis.

Safety Audits

  • A Safety Consultant will visit on behalf of the client and produce a Specific Safety Report detailing  the standard of safety, documentation and compliance with all current legislation requirements.

Hazard Identification and Risk Assessment

  • Our Safety Consultants will carry out a comprehensive Risk Analysis based on Hazard Identification and Risk Assessment.

Method Statements

  • A Method Statement is a detailed document outlining step by step procedures for the safe completion  of specific works.

Project Documentation

  • Safety Files which contain all relevant documentation required to be maintained on site by law.

Employee Handbooks

  • Company or site specific Employee Safety Handbook outlining safe working procedures.

Accident Investigation

  •  All accidents must be investigated to establish cause.



Project Supervisor Design Process - PSDP

The following data is quoted from the Construction Regulations 2006, S.I. No 504.
 

  • Client Must appoint Project Supervisor Design Process & Project Supervisor Construction Stage
  • Client Must obtain written confirmation of acceptance
  • Client has a duty to ascertain suitability of Project Supervisor, Designer & Contractors 
  • Client must keep a safety file available: Purpose-safe future maintenance, demolition, construction, extension, alteration and other construction works
  • Client shall provide a Preliminary Safety & Health Plan to everyone tendering for the role of PSCS


Project Supervisor Design Process - PSDP shall take account of the General Principles of Prevention during design & preparation of a project.

Europlan Health & Safety Consultancy have in the past, and currently hold the role of PSDP and PSCS on several projects.

At Europlan Health & Safety we possess the expertise and experience to either assist you with the role of PSDP or we can actually take on the role of PSDP for you.

Safety Plans (Design Stage/Preliminary)

This documentation is required as part of the responsibilities of the Project Supervisor Design Process under the 2006 Construction Regulations.

At Europlan we have many years of experience in developing and compiling these documents. The Design Stage/Preliminary Safety Plan must be given to all organisations involved in tendering for the project. 


 


Site Inspections

Construction Site Inspections will be carried out on a regular basis as agreed and required. A qualified safety officer will arrive on site without prenotification and carry out an audit of working conditions, equipment, plant/machinery, work methods, scaffolding, excavations and statutory construction documentation as required under legislation.

A full report is issued to management prior to the inspector leaving your site and the necessary corrective actions discussed.

Europlan Health and Safety will in effect, act as the clients Safety Officers/Advisors assisting through our professional capability in the control and management of health and safety on your projects.
 


 

 



Project Supervisor Construction Stage - PSCS

For each notifiable site and construction projects a PSCS must be appointed ( Construction Regulations 2006, S.I. No. 504). This person/organisation must be competent in Health & Safety issues relevant to that project involved e.g. in some instances extreme care is needed due to the nature of the business: work at height, public access, buried & overhead services, highly flammable fuel, possibility of residues, electrical power, the public, serious Fire and Fire related issues, evacuation, control of subcontractors, safety files, training etc.
Duties of the Project Supervisor Construction Stage:
 
• Further develop the Safety & Health Plan (from the PSDP)
• Make adjustments to the plan, to take account of progress & changes
• Take account of the Safety Statement & other work activities taking place on site
• Co-ordinate & co-operate where more than one Contractor is involved
• Organise co-operation between contractors & others
• Monitor Health & Safety
• Ensure accidents are reported
• Only permit authorised persons on site
• Co-ordinate welfare facilities
• Keep a record of all those on site
 
According to Regulation 18: The Project Supervisor Construction Stage must appoint a full time, competent, safety advisor if there are over 100 people on site. 


 

 

Safety Plans  (Construction Stage)

A Safety Plan is required for Construction sites under the 2006, Construction Regulations (S.I. 504, 2006). This involves:
 
• Site Specific Inspection
• Risk Assessment
• Named personnel for the site
• Emergency arrangements
• Responsibilities of subcontractors
• Statutory forms
• Pre-start up inspection
• Local services / power
• Dealing with the public, etc.
 
To formulate the Safety Plan (Construction Stage) we will require a visit to the site (green field or otherwise) and having access to Development Drawings, Design Stage/Preliminary Safety and Health Plan and any other relevant information.

Where your Company is the main Contractor on projects this is likely to be your responsibility. In other situations you may be asked to contribute site drawings and other data to the Project Supervisor Construction Stages Safety Plan.
